A New Round of Indonesian Workers in Malaysia

Wednesday (13/12), at around 13:00 pm the situation of Sate Building, West Java Province Government House was deserted. Front gate shut and tied a big chain. Several policemen pacing. Although quiet, several cars in and out through the back gate. It was caused by the demonstration to commemorate International Migrant Workers Day.
On the left of Sate House, some members of the Region House of Representatives (DPRD) walked to Parliament House. Among them are Syarif Bastaman, a member of E Commission DPRD West Java from the Indonesian Democratic Party of Struggle (PDIP) Faction. When encountered workroom, he gave a positive appreciation would repeal a moratorium on sending Indonesian workers (TKI) in Malaysia.
Moratorium the sending of Indonesian workers to Malaysia officially revoked on Thursday, December 1, 2011, after effect for two years. Revocation is followed by the signing of a memorandum of understanding (MoU) about the placement and protection of migrant workers in Malaysia. The memorandum of understanding was signed in Bandung, West Java, in late May by the Minister of Manpower and Immigration of Indonesia Muhaimin Iskandar and the Minister of Human Resources of Malaysia S. Subramaniam.
"We as a member of the Parliament welcomes the revocation of this moratorium. Let's welcome this revocation with no euphoria. The most important thing is the deal had been done well, "said Sharif.
Government of Indonesia and Malaysia agreed on 11 points in the memorandum of understanding (MoU) delivery and placement of Indonesian domestic sector in Malaysia. The 11 points that include employment contracts, salary, salary payment method, right off per week, storage of passports, the company or agent recruitment, placement fees, competency training, dispute resolution, visas, and direct recruitment.
"The most important is the protection of migrant workers," said Sharif who is a graduate of International Relations University of Padjadjaran. He also added that the complaints are widely shared by the Indonesian labor is a question of the protection of the institutional and legal. Because of that, with the revocation of the moratorium and the new deal is expected a change for the better in the safety of workers who work abroad, particularly in the allied country, Malaysia.
As reported by the official website of the National Agency for Placement and Protection of Indonesian Workers, BNP2TKI.go.id, Head of BNP2TKI Jumhur Mohamad Hidayat said, now only Malaysia that has been improving rules on employment. Rules, certainly much better than before. With this provision, then the workers to be benefited.
He also added that the institution he leads is committed to optimizing public services in the form of a correct understanding to the public, especially prospective migrant workers and their families. This understanding, in relation to a migrant worker. From the beginning to have an official document at a time procedural, until the departure of prospective migrant workers abroad are known or recorded on Manpower region.
The seriousness of the Government of Indonesia is also seen in revamping the system of recruitment and training hall for prospective workers abroad. Special province of West Java Governor Ahmad Heryawan and Chief BNP2TKI Jumhur Hidayat agreed to establish an Integrated Services One Stop  for prospective migrants and migrant workers. Agreement was intended to allow the implementation of program placement services and protection of migrant workers according to policies that apply to the placement of migrant workers and to realize excellent service to job seekers, especially in West Java that will work overseas.
Former migrant worker in Malaysia, Fitri Yeni (38), welcomed the MoU objectives. He hopes the protection of migrant workers in Malaysia are properly addressed by the government of Indonesia and Malaysia. "It's supposed to protect government workers who he says are heroes of foreign exchange," added the mother of two children.
Responding to the many issues of abuse against migrant workers by Malaysian citizens, other opinion-Fitri believe the amount of employer abuse committed against Indonesia employment in Malaysia is still very small. Because, she felt, the treatment of migrant workers are not as bad as Malaysia against Indonesian media reported so far. "Not all Malaysians are bad and cruel," she said.
In fact, she called the Malaysia very well against the people of Indonesia. "As a complete document and work permit, then the Malaysian people will not dare to do all sorts of us," said the workforce who had worked in Malaysia for eight years.
Fitri also compared the treatment of migrant workers in Malaysia against the Suharto era with period thereafter. According to her, in the Suharto era of Malaysians seem respectful and did not dare to people of Indonesia. "Malaysian afraid of the people of Indonesia, Suharto's son who they say," added the woman who used to live in Johor Baru, Malaysia.
However, she felt, after  Suharto era, migrant workers began to be suppressed. If, there are workers of all sorts and usually discuss contract directly repatriated to Indonesia. "However, until there are no workers who are persecuted," said the woman who worked at TRU-TECH, one of these electronics companies. "Therefore, with this MoU hopefully we will not hear again no persecution."
Abdul Hasan, head of the Central Services program areas Indonesia workers Placement and Protection (read: BNP2TKI) West Java, convey the same thing. He said that since the government had originally sought to realize the protection of migrant workers. In fact, not only in Malaysia but all over the country who use the services of workers. "For that, in the presence of an integrated system from the process in PPTKIS (read: Managing Private Placement of Indonesian Workers) to verify the BNP2TKI really well monitored," he said.
Abdul also added that currently all workers who want to work abroad are expected to have sufficient quality and skills. "Therefore the prospective migrant workers have to take training in Training Center for 21 days or 200 hours of work," said Abdul.
Currently, said Abdul, the stages that have been built in an integrated government should actually be passed by the prospective migrant workers. The candidates should follow this process until the stage of verification of documents prior to departure. Abdul said, if there are stages that are not traversed prospective migrants would not be given KTKLN (read: Cards Overseas Workers). KTKLN itself is a very important document. "If there is no KTKLN mean he does not go through the correct mechanism. And employment status must be questioned, "he concluded.
